Solo Enforcer (Rust)

True solo enforcement — blocks cupboard auth-sharing and lock-sharing in one drop-in .cs.

Closes the soft-teaming loophole on vanilla solo servers that relationshipmanager.maxteamsize 1 alone doesn't catch.

• Blocks cupboard auth-sharing — players can't authorize on another player's tool cupboard, closing the shared-base-under-one-owner loophole
• Blocks lock-sharing — players can't open another player's code or key locks even if they know the code
• Admins build and test freely via auto-exemption; an optional permission grants exemptions to trusted non-admins when needed
• Lock-denial chat hints are throttled to once per ~5 seconds, so repeated denials don't feel like a broken door
• No config file needed — drop it in and go
• A tiny, one-and-done enforcer, single .cs, maintained monthly against Facepunch force-updates
